Tots els estats del món i molts països sense estat propi tenen oficines de representació a l'exterior. Per alguna cosa deu ser. Catalunya
ha restat amagada al món durant segles. Ha calgut esperar fins al 2008 per veure com l'aleshores vicepresident del govern, el Sr. Josep-Lluís Carod-Rovira, tirava pel dret i obria les delegacions del govern en punts estratègics del planeta.
He viscut l'experiència des de dins i no ha estat gens fàcil. D'una banda, hem patit una pressió mediàtica com pocs. D'altra banda, tot i el bon tracte rebut de les ambaixades espanyoles, l'Estat encara nega l'estatus diplomàtic als representants catalans. Una actitud que contrasta amb la del Canadà, que sí que concedeix aquest estatus als representants del Quebec, i la de Bèlgica, que fa el mateix amb els flamencs i valons. I per acabar-ho d'adobar, alguns partits al nostre parlament han qüestionat i criticat la nostra existència des del primer dia. És a dir, tot i representar el govern d'una de les nacions més antigues d'Europa, vam haver de començar de zero i gairebé sols. Ara bé, s'ha fet i es continua fent una feina excepcional. Un polític britànic em confessava que només en tres anys havíem aconseguit nivells d'influència similars als d'un estat petit europeu. I és que, a diferència de moltes representacions, les delegacions catalanes van a totes. Durant els tres anys com a delegat a Londres, la delegació mai va tenir un no per resposta. Es van obrir portes a multinacionals i també a microempreses; es va contactar amb ambaixades importants i, alhora, governs regionals i en vies de desenvolupament; ens vam reunir amb primers ministres, però també amb regidors. És així com es construeix una relació diplomàtica. Parlant amb tothom, creant lligams i identificant sinergies per poder promoure els interessos de Catalunya al millor possible.
Tanmateix, estem traient el màxim profit de les delegacions? Crec que no. Encara cal fer passes importants. Si es vol fer la feina ben feta, cal tenir un departament d'afers exteriors propi, com té tothom, i especialment en temps de crisi. Si volem fer una promoció econòmica com cal, si volem atreure inversions estrangeres o cooperar amb altres governs, si volem aprendre de les iniciatives que han millorat el nivell de vida de ciutadans a d'altres països i continuar creant una marca de prestigi per Catalunya, cal tenir professionals i recursos suficients.
Per posar un exemple, si dobléssim la representació actual de la Generalitat a Londres encara no arribaríem ni al 10% dels aproximadament 300 treballadors que té l'ambaixada espanyola. I no oblidem que Catalunya representa el 16% de la població de l'Estat, el 19% del seu PIB i el 27% de les exportacions. És a dir, que encara ens quedaríem curts. El govern del Quebec, per exemple, té més de 40 professionals a Londres i l'any que ve celebren el 50è aniversari de la
seva delegació al Regne Unit. Tot un exemple de constància, eficiència i desacomplexament.
Dotar de més personal i recursos les delegacions és una inversió necessària. Durant una trobada amb un fons d'inversió britànic, els seus directius em confessaven que mai havien considerat invertir a Catalunya abans de parlar amb la delegació. Aquest fons, però, ja feia temps que invertia a Madrid. I és que en aquest món globalitzat, si no tenim veu a l'exterior, la inversió se'n va a un altre lloc. Si volem sortir de la crisi i encetar el camí per esdevenir un dels millors països d'Europa, cal que decidim sobre els assumptes propis dins i fora de les nostres fronteres. I no ens enganyem, només les delegacions tenen Catalunya com a única prioritat. Esmolem la falç i segur que recollim molt més blat del que ens pensem.

All states and many countries in the world without a state itself have representative offices abroad. There must be a reason for that. Catalonia has remained hidden to the world for centuries. We had to wait until 2008 to see how the then Vice-President of the Catalan Government, Mr.Josep-Lluis Carod-Rovira, made the decisive step to set up representative offices in strategic locations around the world.
I lived the experience from within and I can say it was not easy. First, we suffered a considerable pressure from the media. Moreover, despite the good treatment received by the embassies of Spain, the state still refuses to grant diplomatic status to the Catalan representatives. This attitude contrasts with that of Canada, which grants this status to the representatives of Quebec and of Belgium, which does the same with Flemish and Walloons. And to make matters worse, some parties in our parliament decided to questioned and criticised our existence from day one. That is, while representing the government of one of the oldest nations in Europe, we had to start from scratch and almost on our own.
However, the delegations have done and continue to do an exceptional job. A British politician admitted to me that only in three years Catalonia had achieved similar levels of influence than of a small European state. And, unlike many representatives offices, the Catalan government delegations go all out. During my three years in London as the head of the delegation, our office never gave a 'no' for an answer. We helped multinationals as well as small companies, we contacted important embassies as well as regional governments, We met with first ministers, but also with councillors. This is what building a diplomatic relationship means. Talking to everyone, establishing links and identifying synergies to promote the interests of Catalonia in the best possible way.
However, are we making the most of the delegations? I do not think so. We still need to make some important steps. If you want to do a good job you must have a department for foreign affairs itself, as everyone does, especially in times of crisis. If we want a proper promotion of the Catalan economy, if we want to attract foreign investment and cooperate with other governments, if we want to learn as much as possible of successful initiatives that have improved the living standards of citizens of other countries and continue to create a prestigious brand for Catalonia, for all these reasons, we must have adequate economic and human resources.
For example, if we doubled the number of staff allocated in the representation of the Catalan government in London, we would not even reach 10% of the approximately 300 employees in the Spanish embassy.And do not forget that Catalonia represents 16% of the population of the state, 19% of its GDP and 27% of the Spanish exports. The government of Quebec, for example, has over 40 professionals in London and next year is celebrating the 50th anniversary of its delegation to the United Kingdom. What an example of consistency and efficiency.
Providing more staff and resources for the delegations is a necessary investment for Catalonia. During a meeting with a British investment fund, their managers confessed that they had never considered investing in Catalonia before meeting the delegation. This fund, however, had been investing in Madrid for a long time. The fact is that in this globalized world if you are not out there seeking for investments, these go elsewhere. If we want to overcome the crisis and begin the path to become one of the best countries in Europe, we must have the power to decide on our own affairs within and outside our borders. And make no mistake, the delegations are the only ones that have Catalonia as their only priority. Sharpen the sickle and I am sure we will be collecting more wheat than we think.

Crec que el nostre govern hauria d´explicar a la població,la feina que fan les delegacions de la Generalitat a l´exterior.Hi ha molta gent encara a casa nostra,que parla despectivament de les "ambaixades",i només hi veu una despesa econòmica.
